In 2018, the Paulding County Carnegie Library serves a rural population of about 19,500 through the historic Carnegie library in Paulding, branch libraries in the villages of Antwerp, Oakwood and Payne, and via a Bookmobile. The library opened in 1916 as the first “county” library in the United States funded by Andrew Carnegie. This modern library provides authoritative resources in a variety of formats to meet the informational, recreational and educational needs of its citizens.
